Rice presented at the Association for Pennsylvania Municipal Management’s Winter Workshop at the Hilton Harrisburg. The presentation addressed recent land use legal developments including solar facility regulations, conditional uses and special exceptions, and transient residential uses like Airbnb.  Approximately 40 municipal managers and administrators from across the Commonwealth were in attendance.

PYRAMID HEALTHCARE SUCCESSFUL IN REZONING APPLICATION TO THE HELLAM TOWNSHIP BOARD OF SUPERVISORS

January 16, 2020    Salzmann Hughes, PC client Pyramid Healthcare, Inc.  (“Pyramid”) was successful in its application to the Hellam Township, York County, Board of Supervisors for a rezoning of 4.88 acres zoned Rural Agriculture to the Mixed-Use 1 zone.   The rezoning will enable an 18,600 SF expansion of Pyramid’s existing group home in the township.  Pyramid one of Pennsylvania’s premier behavioral healthcare providers and offers an extensive range of high-quality adult treatment services to its clients who may be suffering from addiction or mental health issues.  Pyramid was represented during the rezoning application process by attorney Kurt E. Williams.

HANOVER HOSPITAL SUCCESSFUL IN COMMONWEALTH COURT APPEAL

October 15, 2019

October 15, 2019.     Salzmann Hughes, PC client UPMC Hanover Hospital (the “Hospital”) has been successful in its efforts to gain approval to construct an off-site parking lot on Potomac Avenue near the Hospital in Hanover.  The case began in in 2016 with an application to the Hanover Borough Zoning Hearing Board (the “ZHB”).  After approvals by the ZHB, multiple appeals to the York County Court of Common Pleas followed by neighbors opposed to the proposed parking lot.  The Hospital was successful on both appeals.  The objectors then appealed the parking lot’s approval to the Commonwealth Court.   Today, the Commonwealth Court issued a decision affirming the York County Court of Common Pleas, allowing the construction of the Hospital’s new parking lot.  UPMC Hanover Hospital was represented throughout the remand and appeal process by attorney Kurt E. Williams.
