Salzmann Hughes, P.C. Law Firm Promotes Three Attorneys

Todd A. King Named Shareholder; Zachary M. Rice and Justin M. George Named Principal

[Chambersburg, PA]- Salzmann Hughes, P.C. is pleased to announce that Todd A. King has been elevated to Shareholder. Two attorneys, Justin M. George and Zachary M. Rice, were also promoted to Principal.  King, a practitioner in the firm’s Gettysburg office, provides a broad range of legal services handling estate planning, real estate, municipal, and litigation matters.  Justin M. George provides similar services and is based in the firm’s Chambersburg and Gettysburg offices.  Zachary M. Rice serves the firm’s municipal clients and also handles litigation matters.

Shareholder Todd A. King has been serving local municipalities as solicitor for over a decade.  Additionally, he is the primary counsel for several local small businesses and handles all matters for those businesses, which includes preparing agreements, employment matters and litigation.  Further, King has written numerous wills and helped many loved ones settle the affairs of their departed family members.

King is a graduate from the Pennsylvania State University – The Dickinson School of Law and Mount Saint Mary’s University.  He is a member of the Adams County Bar Association and the Pennsylvania Bar Association.  King is admitted to practice before the Supreme Court of Pennsylvania, the United States District Court of the Middle District of Pennsylvania and the United States Court of Appeals for the Third Circuit.

King is a lifelong resident of Adams County and is an active member of the community.  He currently serves as the Chair of the Gettysburg Hospital Foundation Golf Tournament Committee and has been coaching soccer with the Bermudian AYSO for seven years.  He resides in East Berlin with his wife Kylee and their four children, Olivia, Owen, Oliver, and Oakley.  He enjoys spending time with his family, golfing, and home improvement projects.           


Principal Zachary M. Rice received his Bachelor of Arts degree in Political Science from Lebanon Valley College in Annville, PA in 2012.  He went on to receive his Juris Doctor from the Widener University School of Law in Harrisburg, PA in 2015.  While in law school, he served as a legal intern with the Pennsylvania House of Representatives Republican Legal Staff.  Prior to joining Salzmann Hughes P.C., Rice served as a judicial law clerk to the Honorable Todd M. Sponseller of the Franklin County Court of Common Pleas. 

As a solicitor to nearly 20 municipal entities, Rice logs a considerable amount of time traveling across the state of PA throughout Adams, Centre, Cumberland, Franklin, Perry, and York counties.  Rice is the firm expert in code enforcement and frequently presents on the topic at conferences and seminars for The Pennsylvania State Association of Township Supervisors and The Pennsylvania State Association of Boroughs.

Rice is a member of the Pennsylvania Bar Association and the Franklin County Bar Association.  He currently lives in Chambersburg with his wife, Becca, and two sons.


Principal Justin M. George received his undergraduate degree in Communication Arts from Washington & Jefferson College in Washington, Pa.  He went on to receive his Juris Doctor from Widener University Commonwealth Law School.  While at Widener, George was the recipient of the CALI Award for obtaining the highest grade in Environmental Law.  He also served on the executive board for the Widener University Commonwealth Law School Trial Advocacy Honor Society.  Prior to joining Salzmann Hughes, P.C., George served as a Certified Legal Intern at the Dauphin County District Attorney’s Office.

After more than 6 years with Salzmann Hughes, George leads the firm in government entity and private collection matters, handling negotiations, demand letters, and court proceedings if necessary.  He also contributes extensively to the real estate practice group, offering professional settlement and abstracting services.  Additionally, Justin is experienced in handling complex environmental issues which may arise in real estate transactions.

George is a member of the Pennsylvania Bar Association and the Franklin County Bar Association.  He currently resides in Gettysburg, PA with his fiancĂ©, Kelsie, and their golden doodle, Bella.
