Samuel E. Wiser, Jr. provides comprehensive legal services in the area of municipal law, zoning and land use, environmental law, and general litigation. A large part of Sam’s practice involves representing municipalities throughout central Pennsylvania. Sam serves as solicitor to many boroughs, second class townships, and municipal authorities and serves as special counsel to counties, boroughs, townships, and authorities.

Sam represents municipalities in collective bargaining and employment matters, zoning and land use issues, water and wastewater matters, intermunicipal agreements, code enforcement actions, property and right-of-way matters, conventional financing, and general municipal matters. Sam has handled interest grievance and arbitration matters, large public facility upgrades, complex intermunicipal agreements, contentious zoning matters and related hearings, construction disputes, land use appeals, and significant code enforcement matters.

In addition to municipal law, Sam counsels numerous businesses on general business matters, employment matters, and general litigation matters.

Sam presented his observations and forecasts as a municipal solicitor at the 2023 Local Government Symposium at the Harrisburg Capitol Complex to local government professionals and policymakers including Senators Hutchinson, Dush, Kearney, and Comitta of the Pennsylvania General Assembly’s Local Government Commission.

What’s On the Agenda? Sunshine Act & Amendments.
The Sunshine Act was amended by Act 65 of 2021 providing new requirements for publishing and posting public meeting agendas and new restrictions on when public bodies may vote on matters not listed in the published agenda. Sam reviewed more about the Act and the penalties for violations.
