Scott T. Wyland leads Salzmann Hughes, P.C. as the firm's Litigation Practice Group Co-Chair. For more than 33 years, he has helped clients resolve disputes in mediations, trials, and appeals, in both state and federal courts and before regulatory agencies.  Scott has handled many large and complex cases involving environmental law, commercial construction disputes, bidding challenges, and gaming licenses.  An experienced litigator and mediator, Scott balances fast-breaking preliminary injunction hearings and complex litigation involving hundreds of parties. His private mediation practice addresses an array of subjects from complex public finance to multi-party contract disputes. In addition, Scott serves as a panel mediator for the federal court. 


Furthermore, Scott is known for his representation of groups of municipalities in cases of state-wide importance.  He represents local governments as solicitor and special counsel in a range of matters, including major capital projects and associated operational, permitting, and enforcement issues.  Scott regularly advises municipalities and authorities on issues ranging from land use and zoning to complex environmental enforcement matters before the Pennsylvania Department of Environmental Protection, the Environmental Hearing Board, and the Susquehanna River Basin Commission.

Scott is a 1988 graduate of The Dickinson School of Law.  He is admitted to practice before the Pennsylvania Supreme Court, the U.S. Court of Appeals for the Third Circuit, and the U.S. District Courts for the Western, Middle, and Eastern Districts of Pennsylvania.  Scott’s writings appear in The Keystone Tap and he is a contributing author of Pennsylvania Environmental Law & Practice.

Scott is an advocate for his community and regularly participates in philanthropic work. He actively sits on the Board of Directors of Capital Area Transit, the Susquehanna Regional Transportation Authority, and the Pennsylvania State System of Higher Education Foundation. Scott served as a Hearing Committee Member for the Pennsylvania Disciplinary Board. He also is currently a municipal authority chairman. Previously, Scott served as an elected borough council member and on the School Board of Saint Theresa School. In addition, he chaired the Tri-County Regional Planning Commission.  Furthermore, Scott also served on the Cumberland County Planning Commission and on the Board of Directors of a regional engineering firm.

Scott has been an invited speaker and educator for many groups, including the U.S. Environmental Protection Agency and Department of Justice in Washington, D.C. where he assisted in the training of Superfund lawyers. He also lectures frequently throughout Pennsylvania on regulatory issues.
