Scott represents public and private providers of water and wastewater treatment services in a variety of regulatory and environmental issues before the Pennsylvania Department of Environmental Protection (Pa. DEP), the Environmental Hearing Board and the Susquehanna River Basin Commission. As Solicitor and Special Counsel to municipalities and authorities, Scott regularly advises on issues ranging from land use and zoning to complex Pa. DEP enforcement matters.
Scott serves as Solicitor to the Pennsylvania Rural Water Association and the Pennsylvania Municipal Electric Association. As chair of the firm’s litigation group, Scott handles and supervises litigation and appeals of a variety of contract-based claims in state and federal trial courts, and in arbitration and mediation.
Scott is active in the community and was appointed to a five-year term on the Board of Capital Area Transit. He has served as an elected borough council member. He served on the School Board of Saint Theresa School, chaired the Tri-County Regional Planning Commission and is the chairman of a municipal authority. Scott also served on the Cumberland County Planning Commission and on the Board of Directors of a regional engineering firm. Scott has been an invited speaker before many groups, including the U.S. EPA in Washington, D.C., and lectures frequently on regulatory issues.
