Isaac P. Wakefield is a Shareholder at Salzmann Hughes, P.C., based in the firm’s Camp Hill office.  For more than a decade, he has helped municipal and general litigation clients resolve disputes, both in state and federal trial courts, courts of appeal, and various administrative agencies. Isaac is also a certified mediator for the District Court for the Middle District of Pennsylvania. He is the firm leader in appellate procedure.

Isaac serves as solicitor and special counsel to several municipalities and authorities in political subdivisions across Central Pennsylvania and the Commonwealth.  He regularly counsels both public and private providers of wastewater treatment services regarding regulatory permitting, enforcement matters, and negotiation of intermunicipal agreements.

Isaac also has particular experience advising Pennsylvania boroughs who are members of public power communities, such as the Pennsylvania Municipal Electric Association (PMEA).  His daily involvement with municipal legal issues allows him to help solve problems quickly, efficiently, and practically. 

Additionally, as the firm's leader in appellate proceedings, Isaac concentrates much of his practice on general litigation and appeals involving matters of statewide importance. Often that work centers on representing various units of local government. Recently, Isaac represented a group of local communities in Commonwealth court which successfully halted plans to toll the I-83 South Bridge. 

Isaac regularly speaks on and teaches about a host of municipal matters upon invitation from the Pennsylvania Municipal Authorities Association (“PMAA”), the Pennsylvania State Association of Township Supervisors (“PSATS”), the PA State Association of Boroughs (“PSAB”), the Pennsylvania Municipal League ("PML"), and the Pennsylvania Association of Councils of Governments ("PACOG")/Councils of Governments ("COGs"). 

Isaac earned a Bachelor of Arts degree in history from Grove City College in Grove City, Pennsylvania. He went on to receive his Juris Doctor, cum laude, from the Pennsylvania State University, Dickinson School of Law in 2011.  During law school, Isaac served as an Articles Editor on the Penn State Environmental Law Review and was a member of the Woolsack Honor Society. Isaac also served as a senior member on the Penn State Civil Rights Appellate Clinic, where he worked with fellow clinic members to draft and file briefs in various cases heard by the Supreme Court of the United States.

Prior to joining Salzmann Hughes in April 2013, Isaac served as Associate Staff Counsel at a 170,000 member state labor organization where he gained valuable knowledge and experience in the areas of labor law, education law, hearings, and appeals.

Isaac is a member of the Pennsylvania Bar Association. Isaac is admitted to practice before the courts of the Commonwealth of Pennsylvania and the Middle District of Pennsylvania. Additionally, he serves as a certified mediator for the District Court for the Middle District of Pennsylvania.  Isaac currently resides in Hampden Township with his wife, Elsa and son, Micah.
