[Carlisle, PA] Attorney James “Jim” D. Hughes and Salzmann Hughes, P.C.- Carlisle and have been named the “Best Law Firm” and “Best Attorney” in Cumberland County according to The Sentinel’s 2023 Best of Cumberland County Contest.
Firm shareholder and namesake, Jim Hughes, and Salzmann Hughes, P.C.’s Carlisle location were honored with “The Best in Cumberland County” distinction by votes from residents and businesses. According to a contest representative, Michelle Rice, “This year’s contest generated over 21,000 nominations and over 122,000 votes”.
Three rounds of nominations and votes culminated in a Winner’s Guide of the top three businesses and organizations in each category. The Guide, published on July 29 in The Sentinel's Saturday paper, listed both the firm and Attorney Hughes as “The Best” in their respective categories.
“I am honored to be recognized personally, but our awards speak to the commitment that all of the lawyers and staff at Salzmann Hughes demonstrate to our clients in Cumberland County,” Hughes commended.
Hughes leads Salzmann Hughes- Carlisle, which employs 13 attorneys and staff members. Clients range from individuals with basic real estate or estate planning needs, to businesses or government entities with sophisticated legal issues. Attorney Hughes concentrates his 33-year legal practice in the areas of commercial and residential real estate, corporate law, mergers and acquisitions, municipal matters, business planning, federal estate taxation and estates and trusts.

Hughes received his undergraduate degree from the University of North Carolina at Charlotte and his Juris Doctorate from the Dickinson School of Law. He is a member of the Cumberland County Bar Association as well as the Corporation, Banking and Business Law Section and the Real Property, Probate and Trust Section of the Pennsylvania Bar Association. Additionally, is a founder, former board secretary, and former member of the Cumberland County Estate Planning Council.
Attorney Hughes is admitted to practice before the Supreme Court of Pennsylvania and the United States District Court of the Middle District of Pennsylvania. He previously served as an instructor for the Central Penn Business School, now Central Pennsylvania College, in the areas of both federal and state taxation and estate administration.
Jim Hughes is married to Rebecca Hughes, and has four children: Ryan, Michael, J.D., and Julianna, as well as two grandchildren: Avalyn and Ellainey.
