Lee Stinnett Presents on Stormwater Financing at PA State Capitol and Beyond
On October 24, 2025, Attorney E. Lee Stinnett II was honored to join the 4th Annual Local Government Symposium at the Harrisburg State Capitol Complex to educate to local government professionals and policymakers. In collaboration with HRG, Lee discussed the benefits of a regional stormwater collaboration, highlighting stormwater financing and how stormwater programs can comply with a fee-based program under the current state of the law.
Lee has educated and lobbied for stormwater fee-based programs all across the Commonwealth this year, including The MS4orum, hosted by Lancaster Clean Water Partners (LCWP) Stormwater Action Team in October, PSATS MS4 Stormwater Conference at Hershey Lodge in November, and PSAB Annual Conference on December 4th.
