Jay’s practice focuses on the areas of residential and commercial real estate, and municipal law. Jay has served as the right-of-way solicitor for Hampden Township Sewer Authority since 1988 and more recently has been engaged as sewer right-of-way solicitor for Carlisle Borough. Before moving his practice to Salzmann Hughes, Jay was a shareholder for over 30 years with the Harrisburg law firm of Goldberg Katzman, P.C.

Jay graduated magna cum laude from the Dickinson School of Law in 1979 where he was a member of the Law Review. Previously, Jay graduated with high distinction from Penn State University with a degree in Political Science. At Penn State, Jay was also a four year letterman in Men’s Gymnastics.

Jay has been a resident of the Carlisle area since 1976, and has been active in the Community having served as a Board Member and President of Project Share, a Board Member of the Carlisle YMCA, a member of the Board of Trustees of Allison United Methodist Church and as a member and then Chairman of the Silver Spring Township Authority.

Jay lives in the Carlisle area with his wife Eva. They have three grown children.  Jay’s interests include tennis, racquetball and golf.
