Scott concentrates his practice in land use, zoning, environmental law and counseling businesses in other highly regulated industries. Scott is a 1985 graduate of Indiana University of Pennsylvania (cum laude) and a 1988 graduate of The Dickinson School of Law of The Pennsylvania State University. He is admitted to practice law before the Pennsylvania Supreme Court, the U.S. Court of Appeals for the 3rd Circuit and the U.S. District Courts for the Western, Middle and Eastern Districts of Pennsylvania.

Scott represents public and private providers of water and wastewater treatment services in a variety of regulatory and environmental issues before the Pennsylvania Department of Environmental Protection (Pa. DEP), the Environmental Hearing Board and the Susquehanna River Basin Commission. As Solicitor and Special Counsel to municipalities and authorities, Scott regularly advises on issues ranging from land use and zoning to complex Pa. DEP enforcement matters.

An experienced litigator, Scott helps clients resolve disputes in trials and appeals in state and federal courts and before regulatory agencies. Scott’s experience includes the litigation of such varied matters as engineering design, gaming licensing, land ownership, public contracting and procurement disputes.
Scott has been active in representing point-source dischargers with TMDL and Chesapeake Bay regulatory requirements and sits on several Bay-related Pa. DEP work groups. Scott serves as Solicitor to the Pennsylvania Rural Water Association and is co-counsel to a coalition of wastewater treatment providers on Chesapeake Bay-related issues, including nutrient reduction, cap loads, nutrient trading and stormwater controls.

Scott acts as Pennsylvania counsel for a variety of business ventures, including wind power and other regulated energy generation projects needing in-state due diligence and regulatory advice. Scott also represents regulated clients who provide water supply and wastewater disposal for Marcellus Shale gas production.
