E. Lee Stinnett II is a Principal at Salzmann Hughes, P.C., where he concentrates his practice in the areas of environmental law, land use, litigation, and municipal law. He joined the firm after graduating from The Penn State University Dickinson School of Law in 2009. During law school, Lee clerked for the Honorable Judge Kevin Hess with the Court of Common Pleas of Cumberland County.
Lee serves as Solicitor and Special Counsel to several municipalities and authorities, advising on issues ranging from land use and zoning to procurement. Lee regularly counsels both public and private providers of wastewater treatment services regarding regulatory permitting, enforcement matters, and negotiation of intermunicipal agreements. Additionally, he assists clients impacted by the Chesapeake Bay Initiative through negotiation of bilateral nutrient credit trading agreements to achieve compliance with Bay-related regulations. Lee has worked with municipalities throughout the state to form municipal authorities to manage and operate stormwater systems to comply with environmental requirements. In addition to environmental work, Lee provides representation on contract disputes in multimillion-dollar construction projects, land disputes, and employment matters.
Lee has served on several Chesapeake Bay-related panels, including DEP workgroups for both MS4 and Chesapeake Bay matters and the Pennsylvania Municipal Authorities Association Chesapeake Bay workgroup. He frequently lectures for the Pennsylvania Bar Institute, the Pennsylvania Municipal Authorities Association, the Pennsylvania State Association of Township Supervisors, the Capital Region Council of Governments, and the Pennsylvania Council of Governments. For the past several years, Lee has also been asked to guest lecture at The Penn State Dickinson School of Law.
Lee is a proud Big Brother with Big Brothers Big Sisters of the Capital Region. He is a board member of the Hampden Township Zoning Hearing Board and the Central Pennsylvania Conservancy. Lee lives in Hampden Township with his wife, Lisa, and children, Tripp and Emme.
